Power and Water serves the Northern Territory, but not as one network. Darwin–Katherine, Alice Springs and Tennant Creek are separate systems with different obligations, so which system a site sits on changes the answer before anything else does.
What they assess

Where it snags
The certificate of compliance is emailed to the connections office after installation, not lodged in a portal. It is the step most likely to be missed by anyone whose habits come from a portal-based state, because there is no queue to check and nothing to show it is outstanding.
